No fix works until it is actually activated; this should be the FIRST check next time a "did nothing" is reported.

The exact step that delays keystroke *echo* is still unproven — the flight recorder (armed via `~/.local/state/lag-triage/RECORD`) logs the reader's per-keystroke behavior and will capture it on the next occurrence in a recorded shell.
